It also provides judges, assessors and other title holders in people’s courts, and assurance of operation of people’s courts. It also introduces state policies to promote the development of cooperatives. With 210 articles, the 2024 Law on Credit Institutions is expected to complete a legal framework for dealing with credit institutions facing liquidity risks and poorly-performing credit institutions. The 2023 Housing Law , with 198 articles arranged in 13 chapters, provides house ownership, development, operation management and use; housing transactions; and state management of housing in Vietnam. Passed in last November and taking effect on July 1 this year, the Law on Telecommunications will supersede the 2009 Law on Telecommunications and its 2017 and 2018 amendments. From July 1 this year, the 2023 Law on Water Resources will supersede its predecessor enacted in 2012 with revisions made in 2017, 2018 and 2020. Passed in last November, the Law on Identity is set to come into force on July 1 this year, superseding the 2014 Law on Citizen Identification . The Law facilitates the performance of administrative procedures and provision of online public services, socio-economic development, and digital citizen identification. Law on Protection of Consumer Rights The 2023 Law on Protection of Consumer Rights will enter into force on July 1 this year and replace its 2010 predecessor with revisions made in 2018. On June 22 last year, the National Assembly passed Law 20/2023/QH15 on E-Transactions, replacing its 2005 predecessor. Composed of 53 articles arranged in eight chapters, the Law provides for the implementation of transactions by electronic means with wider scope of regulation as compared to the 2005 Law. Composed of 96 articles arranged in 10 chapters, the 2023 Law on Bidding regulates the state management of bidding activities; competence and responsibility of agencies, organizations and individuals in bidding activities; and selection of contractors to implement bidding packages and selection of investors to implement business investment projects. New Anti-Money Laundering Law: reason - change improvement On November 15, 2022, the National Assembly officially issued a new Anti-Money Laundering Law followed by new Decree 19/2023/ND-CP dated April 28, 2023 and Circular 09/2023/TT-NHNN dated July 28, 2023. Those replaced the 2012 AML Law, and its’ all-related decrees and circulars. The 2023 Law on Price will take effect on July 1 next year and supersede its 2012 predecessor with revisions made in 2014, 2020 and 2022. Law on Medical Examination and Treatment To be effective from the beginning of 2024 after one year from the date of its passage, the Law on Medical Examination and Treatment aims to deal with shortcomings and emerging problems in medical examination and treatment activities in a bid to develop and improve the quality of medical services toward ensuring fairness and high efficiency, and meeting international integration requirements. The 2022 Law on Oil and Gas aims to guarantee a more convenient and flexible legal framework for promotion of the development of the oil and gas industry in conformity with international practices as well as the country’s realities. Replacing its 2010 predecessor from the beginning of July this year, the 2022 Law on Inspection provides for inspection organization and activities. Ordinance on Sanctioning of Administrative Violationsin the Field of State Audit Composed of 21 articles arranged in five chapters, the 2022 Ordinance on Sanctioning of Administrative Violations in the Field of State Audit introduces acts of administrative violation, sanctioning forms and levels, remedial measures, sanctioning competence and procedures, execution of sanctioning decisions, and enforcement of administrative sanctioning decisions in the field of state audit. Law on the Implementation of Grassroots Democracy The 2022 Law on the Implementation of Grassroots Democracy, which is the first of its kind in Vietnam, will enter into force on July 1 this year. Revised Law on Radio Frequencies Effective on July 1 this year, the 2022 Law Revising a Number of Articles of the 2009 Law on Radio Frequencies aims to strictly manage and rationally and effectively allocate the radio frequency use right in order to create a healthy competitive environment in the telecoms field. Adopted in last November, the 66-article Anti-Money Laundering Law provides for measures to prevent, detect, stop and handle organizations and individuals committing acts of money laundering. It also defines responsibilities of agencies, organizations and individuals for money laundering prevention and combat and introduces provisions on international cooperation on money laundering prevention and combat. Law on Domestic Violence Prevention and Control The 2022 Law on Domestic Violence Prevention and Control, which will supersede its 2007 predecessor from July 1 this year, aims to improve the regulations on domestic violence prevention and control toward strengthening measures to protect human rights in accordance with the 2013 Constitution and raise the effectiveness and efficiency of state and social institutions as well as uphold the role of families in this field. Ordinance on Administrative Sanctioning of Acts Obstructing Proceedings The Ordinance on Administrative Sanctioning of Acts Obstructing Proceedings , which was passed on August 18, 2022, by the Standing Committee of the 15th National Assembly, aims to create an adequate legal framework for administrative sanctioning of acts obstructing proceedings.
